Policy Complexity

Three observations on complex policy systems:
1. Complexity is tied to risk.
2. Uncertainty increases when human agency is involved.
3. When multiple systems are interacting they become indeterminate and unreliable to forecast.

I explore here work on systems of systems. I aim to define plausible guardrails to complexity in the study of policy, innovation and collaboration networks.
